OPEN BOOK CONTRACTS
In an open-book contract, the customer and the service provider agree which costs are re-numerable and the mark-up that the contractor can apply to them. The customer is then invoiced for the work based on the actual costs incurred plus the agreed margin.
This form of contract is a practical mechanism to ensure that a competitive price is obtained in cases where the complexity of service makes a fully detailed tender competition impractical. It is also useful if the work is difficult to specify precisely up front, or if the buyer wishes to avoid the risk-premium that sellers typically add when giving fixed prices.
This open accounting approach requires a good deal of trust as stories abound of contractors hiding additional profit elsewhere in the bill or outside of the contract through volume discount or centrally returned rebates from their supply chain.
ON TIME DELIVERY
Assembling the right team means looking beyond a design and construction firm’s general reputation, and investigating its expertise and track record on projects with a program similar to yours. Even more importantly, you must look behind the vendor’s representatives who participate in your pitch, because a project’s success depends on the actual people that will design and build it. Drill down by inquiring into the experience and availability of the particular designers, project managers, job superintendents, consulting engineers and key subcontractors that will be assigned to your project. The right team also includes determining to what extent “specialists” will add value. For example, engaging a building envelope consultant may be a real “stitch in time” if the project includes the design and construction of a new exterior facade.
EXPERIENCED PROJECT MANAGERS
The construction Project Manager (site manager) should provide guidance as to the quality requirements and expectations on the construction project. Whenever they travel around the construction site they should be looking with a critical eye at both the completed work, and the work under construction, to ensure it conforms to the project’s quality requirements.
A top-to-bottom commitment is required for quality. A construction project will not achieve the required quality standards if individual workers are not committed to producing a quality product.
